I always was wondering why Bowser was having this huge grin when he become Rookie

But now it's clean as crystal to me: because it's a Beanbean Kingdom! Almost everyone here smiles like that. Maybe Rookie is not just Bowser's amnesiac alter-ego, but also his Beanbean Kingdom variant too.
